Looks like he/she took a photo and used the smudge tool a bit to make it look more painterly. It's used very minimally though, still looks mainly like a photo. It's more minor photo editing... not really painting anything or making artistic choices at all.

Some of the fabric looks like it might be painted. I'd encourage you to really flex your muscles and paint something from the ground up with minimal reference to see what you've got. might surprise yourself.
