Now to be honest, I'm not interrested in seeing junior art, not because they're junior, but because I want to see great art, not art done by artists of a particular age. Now the second reason I'm not that much into the junior special is because I want to see people with more experience then me, I'm looking for mentors and people who've been through a lot to tell us the ropes and tricks to get into the industry, not just good artists. One other thing that might explain why we don't see that much juniors; older people have often completed art classes and university progam that pimped their mad drawing skillz... And younguer drawer often have to much portrait, picture reproduction and fanarts in their portfolio. In 3 or 4 featured images, you need to inspire people (which is hard to do with fanarts and faces from fashion magazines...) demonstrate creativity and then display skills. I don't know if you noticed, but there's been a couple of issues with artists featured that warn't as much as techniciens of drawing but people with creative ideas and style.
that said, this has been suggested before, I don't remember by who, but I remember it from when I started lurking arround the forums.
