Of course up in the Lake District they're so used to it there's a old saying: "If you can see the tops of the fells it's going to rain. If you can't, it is raining." Or as a street performer in Keswick put it, "this is the Lake District, there are several micro-climates between here and the bus stop".
Incidentally, that was part of a rather amusing rant from him when some people began to leave as it had started spitting. "If you can't handle a little rain, why did you come on holiday here!?" Considering he was shirtless, he was pretty justified in having a go at them.
