Google. The internet is full of sites with free Poser/Daz stuff.
Daz3d.com and Contentparadise.com both have a free model every week, and Daz3d recently gave away their Victoria 4.2 for free. Renderosity has loads of stuff with varying degrees of quality. If you just want some basic figures for use as reference, then go to download.com and do a search for Daz. You should get a 3d Models Pack of base figures come up that contains Daz's Victoria 3, Michael 3, Aiko, and Hiro if I remember correctly. Also I believe the latest issue of IFX has some free models on the disc (3d bridge starter pack).
